Carlotta Askew-Brown.

Biography:

With over 17 years of experience in Urban and Regional Planning, Carlotta Askew-Brown is a seasoned professional dedicated to creating sustainable, vibrant, and equitable communities. She holds a Master’s degree in Urban and Regional Planning and a Bachelor’sDegree in Business Administration. Over the course of her career, Carlotta has worked with municipalities, private firms, and non-profit organizations to shape dynamic urban landscapes that balance growth with environmental stewardship and social equity.

Carlotta, currently serving as the Executive Director of the Bossier City - Parish Metropolitan Planning Commission, oversees a wide range of planning initiatives that impact local development, infrastructure, and environmental sustainability. Under her leadership, the commission has championed projects aimed at improving urban resilience, smart growth, mobility, and the quality of life for residents.

In addition to her role as Executive Director, Carlotta is a member of the Northwest Louisiana Council of Government (NLCOG) where she served as Chairperson and is an active member. Carlotta is also a liaison with Keep Bossier Beautiful(KBB) which is an organization committed to creating cleaner, more vibrant public spaces. She is also a long-term member of the Louisiana Chapter of the American Planning Association as well as the American Planning Association which areorganizations dedicated to enhancing community aesthetics, smart growth, and land use planning.

Her deep commitment to public service is reflected as she servesas a Barksdale Air Force Base Honorary Commander for the 2d Mission Support Group for the 2025-2027 year where she will work closely with military leadership to foster collaboration between civilian and military communities. Furthermore, Carlotta has recently been appointed as a Board Member of the Shreveport – Bossier Tourist Bureau. Here, she plans to contribute her expertise in regional planning and community development to enhance the tourism experience and promote the area’s unique cultural and natural attractions.

Carlotta represents Bossier in Baton Rouge, LA and on the hill in Washington DC where she advocates for Bossier ‘s interest on a state and national level; advocating for new infrastructure, immigration policies and long-range transportation efforts to ensure sustainable growth for our growing City and Parish. With the desire to do more, Carlotta recently graduated from the Community Development Institute (CDI) further expanding her knowledge and skills in community planning and economic development.

Outside of her professional responsibilities, Carlotta was nominated by her peers as a 40 under 40 Honoree via the Young Professionals Initiative (YPI) in 2021. Carlotta is also a member of the Junior League of Shreveport – Bossier where she was most recently nominated as a “Leading Lady.” A leader in both professional and civic circles, Carlotta is committed to bringing people together to develop and implement solutions that benefit all members of the community. Her work spans multiple sectors, where she continues to make a lasting impact through her collaborative leadership, innovative vision, and unwavering dedication to building more sustainable and connected communities.

In her free time, Carlotta enjoys traveling and spending time with friends and family in the great outdoors.
